If you don't sure that the inspector , technician or supervisor would carefully control construction work of the housing project , I advice that you should have all the cables wiring outside wall (not embeded) because you can easily check them after construction finished or having problem later.
The danger of wiring cable in conduit is that the insulation would be damaged during pulling through the duct. The sharp edge of cutting duct can damage cable insulation and it's not easy to check after installation.
